U.S. Trade Representative (USTR) Announces Tariffs For China Section 301 List # 4:

The USTR announced today that a 10% tariff  will go into effect on September 1, 2019 for products included in list 4A (access here).   Some of the commodities in this list include certain food products, chemicals, fireworks, pesticides, plastic/ wooden/ articles, apparel, footwear, ceramic and glassware, metal products, clocks and watches.

Articles included in list 4B (access here) will be subject to tariff beginning on December 15, 2019.  List 4B includes among others, live animals, food products, alcoholic beverages, apparel, footwear, glassware, metal products, machinery, televisions, cell phones, laptop computers, video game consoles, and toys.

According to the USTR, some products will not be subject to tariffs based on health, safety, national security and other factors. 

Specific details for the tariffs implementation were not disclosed.    We still do not know whether the export date, import date, entry date or a combination of these dates will be used to make entry properly.  We may have to wait until these instructions are formally published in the Federal Register in the next few days to learn the complete list of requirements.
